- The Central Vigilance Commission (CVC), as the Designated Agency, receives written complaints or disclosures regarding allegations of corruption or misuse of office by employees of the Central Government, Government companies, corporations established under Central Acts, societies, and local authorities owned or controlled by the Central Government.
- The Designated Agency verifies the identity of the complainant. Anonymous complaints are not acted upon. The identity of the complainant is kept confidential unless the complainant has made the details public or disclosed the identity to another office or authority.
- While seeking further reports or investigations, the Commission does not disclose the identity of the informant and instructs the concerned head of the organization to maintain complete confidentiality.
- The Commission may seek assistance from the Central Bureau of Investigation (CBI) or police authorities, wherever necessary, for conducting the investigation.
- Any person who is victimized because of filing a complaint or making a disclosure may approach the Commission for redressal. The Commission may issue suitable directions to the concerned authority.
- If the Commission considers that the complainant or witnesses require protection, it may issue appropriate directions to the concerned Government authorities.
- If a complaint is found to be motivated or vexatious, the Commission is free to initiate appropriate action.
- The Commission will not entertain disclosures where a formal public inquiry has already been ordered under the Public Servants (Inquiries) Act, 1850, or where the matter has been referred under the Commissions of Inquiry Act, 1952.
- If the identity of the informant is disclosed contrary to the Commission's directions, appropriate action may be initiated against the person or agency responsible, as per the applicable rules and regulations.
