The Government of India has authorized the Central Vigilance Commission (CVC) as the Designated Agency to receive written complaints relating to allegations of corruption or misuse of office and recommend appropriate action.

2. Jurisdiction

The jurisdiction of the Commission is restricted to employees of the Central Government, corporations established under Central Acts, Government companies, societies, and local authorities owned or controlled by the Central Government. Personnel employed by State Governments or their Corporations do not fall under the purview of the Commission.

3. Guidelines for Filing Complaints

The Commission accepts complaints while maintaining the identity of the complainant in confidence. Complaints should comply with the following:

1. The complaint should be submitted in a sealed/secured envelope.
2. The envelope should be addressed to the Secretary, Central Vigilance Commission and superscribed "Complaint under the Public Interest Disclosure". The complainant should mention his/her name and address either in the complaint or in an attached letter.
3. Anonymous or pseudonymous complaints will not be entertained.
4. The complaint should not reveal the complainant's identity in the body of the complaint. However, the allegations should be specific and verifiable.
5. The Commission will not acknowledge receipt of the complaint and complainants are advised not to enter into further correspondence. If clarification is required, the Commission will contact the complainant.

4. Action Against False Complaints

The Commission may take action against complainants who make motivated or vexatious complaints under this Resolution.
