Policy for Registration of Contractors

1. Preamble

This policy contains guidelines for:

• Registration and upgradation of contractors.
• Deletion of contractors from the approved list.
• Issue of tender notices for S&T works in Open Line and Construction/Project organizations.

The policy applies to registration of contractors and issue of tender notices for S&T works of Konkan Railway Corporation Ltd.

2. General Information for Applicants

• Applications are invited from eligible S&T contractors/agencies.
• Applications shall be submitted in the prescribed format.
• Only correct information should be furnished.
• Incomplete applications will be returned for rectification.
• Registration will be based on experience, technical capability and financial strength.

3. Classes of Registration

5. Disqualification

• False or misleading information.
• Poor performance.
• Contract abandonment.
• Financial failure.
• Debarred by KRCL.

6. KRCL Rights

• Verification of applicant information.
• Final decision on registration.
• Right to modify or cancel registration process.

7. Validity of Registration

Registration remains valid for three years unless deleted, blacklisted or otherwise cancelled.

9. Addition / Deletion of Names

• Annual review of approved list.
• Deletion for non-payment of fees.
• Non-renewal of SEMD.
• Poor performance.
• Termination of contract.
• Insolvency.
• Non-participation in tenders.
• Cartel formation.
• Illegal activities.

10. Issue of Tender Notices

• Tender notices issued to approved contractors.
• Composite works based on highest-value category.
• Tender documents available on payment.
• Higher class contractors are not automatically eligible for lower classes.
• Special approval where contractor availability is insufficient.
